On 4 April 2019, the Dutch Minister of Economic Affairs and Climate signed Kavelbesluit V windenergiegebied Hollandse Kust (noord) under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating Kavel V in the Hollandse Kust (noord) wind energy zone off the North Holland coast as the seabed location for an offshore wind farm of approximately 700 MW. The decision was published in the Staatscourant on 9 May 2019 as Stcrt. 2019, 24545. The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent SDE+ tender. The Hollandse Kust (noord) V tender was awarded subsidy-free to the CrossWind consortium (Shell and Eneco) in July 2020. The wind farm, named CrossWind / Hollandse Kust Noord, achieved full commercial operations in 2024 with 759 MW of installed capacity using Siemens Gamesa SG 11.0-200 DD turbines.
