On 29 July 2020, the Dutch Ministry of Economic Affairs and Climate Policy (Minister Wiebes) announced that the development and operational permit for Hollandse Kust (noord) Kavel V (Site V) of the wind energy area had been awarded to CrossWind C.V., the Shell–Eneco consortium, following the subsidy-free competitive tender. The permit award conveyed development and operating rights to the 700+ MW kavel within the Hollandse Kust (noord) Wind Farm Zone, with the winning party required to enter three associated agreements with the Dutch Central Government Real Estate Agency (Rijksvastgoedbedrijf) within one month covering the right of superficies for the wind turbines, the rental for cable corridors between turbines and the TenneT platform, and the precursor framework agreement. Two parties applied for the tender: CrossWind C.V. (Shell–Eneco) and Blue Champion C.V. (Ørsted). The kavelbesluit defining the development conditions had been published in the Staatscourant on 9 May 2019; the kavel V tender procedure ran in April 2020. The permit became irrevocable on 4 December 2020 after a single objection was withdrawn.
