On or shortly before 16 October 2023, Greek transmission system operator IPTO (ADMIE) formally submitted the Green Aegean Interconnector proposal to ENTSO-E for inclusion in the Ten-Year Network Development Plan (TYNDP) cycle that would become TYNDP 2024. The submission requested that the project — a proposed long-distance HVDC link to carry surplus renewable electricity from Greece to southern Germany via the Adriatic, Slovenia and Austria — be recognised within the pan-European transmission planning framework, an essential precursor to securing Project of Common Interest (PCI/PMI) status and EU funding eligibility. IPTO communicated a preference for a HVDC-technology subsea route from Greece through the Adriatic Sea to Slovenia, followed by an overland route through Austria to Germany's south. The operator confirmed that related discussions had already taken place with TenneT, Germany's largest transmission operator, and with Slovenian operator ELES, with TenneT signalling strong interest in collaborating on a link to the southern German grid. The submission marked the transition of the Green Aegean Interconnector from a Greek-led political proposal — announced by the prime minister to German counterparts in late 2022 — into a formal multi-TSO planning candidate progressing through ENTSO-E's institutional review and integration process.
