On 31 March 2017, the Préfet de la Seine-Maritime signed Arrêté préfectoral n° 17-80 approving the convention de concession d'utilisation du domaine public maritime (DPM concession) between the French State and Éoliennes Offshore des Hautes Falaises (EOHF) for the Fécamp offshore wind farm. The DPM concession is one of the project-wide consents under the pre-loi-du-2-mars-2018 legacy French OWF regime, granting exclusive seabed-use rights for the wind turbines, foundations and offshore substation off the coast of Fécamp and Etretat (Seine-Maritime). A companion arrêté n° 17-79 was signed the same day approving the parallel DPM concession for RTE's grid-connection infrastructure (recorded as a separate planning_consent_awarded event on the Fécamp Export project). Environmental associations appealed unsuccessfully to the Cour administrative d'appel de Nantes on 21 June 2017, and the Conseil d'État on 25 July 2019 definitively dismissed all appeals against the project's consents.</description> </invoke>
