On 18 March 2024 the French energy regulator, the Commission de regulation de l'energie (CRE), launched public consultation 2024-01 on the opportunity for new electricity interconnection capacity between France and the United Kingdom. The consultation set out CRE's preliminary view that a new interconnection project of around 1 GW could be economically beneficial under certain conditions, and it invited responses on cost-sharing and on the relative merits of the four candidate projects that RTE had submitted in 2023: ElecLink 2, FAB Link, GridLink and Aquind. CRE ranked candidate projects placed FAB highest among those with regulatory approval in the UK. Responses were due by 19 April 2024. Project Director James Dickson said FAB Link was encouraged by the increased appetite from CRE for another project on the border and aimed to promote the case for FAB as a mature project with credible experienced promoters. The 2024 consultation triggered the joint Ofgem-CRE engagement that produced the February 2025 and February 2026 joint statements.
