ORLEN Neptun launched a 2D seismic survey campaign covering the Baltic West offshore wind farm area on the Oder Bank, comprising four licenses including lot 14.E.2 (Energa MFW 2). The campaign is conducted by Polish company Geofizyka Toruń and covers approximately 3,000 km of seismic lines, investigating the geological structure of the subsoil to a depth of 100 metres. The survey is expected to last several months, with the acquired data feeding into further survey campaigns and the design analyses for subsequent project stages. The ruling follows an application submitted on 27 June 2025 by Energa MFW 2 Sp. z o.o. for a decision on environmental conditions and for determination of the scope of the environmental impact report. The decision document, prepared under the Polish Environmental Impact Assessment Act, confirms that the planned offshore wind farm in area 14.E.2, with a maximum installed capacity of 896 MW and associated infrastructure in the Polish exclusive economic zone, is subject to a cross-border environmental impact assessment due to its proximity to the Danish, German and Swedish exclusive economic zones. This constitutes an important procedural step in the project’s permitting and international consultation process.
On 27 June 2025, project company Energa MFW 2 Sp. z o.o. formally initiated the environmental impact assessment procedure for the Energa MFW 2 offshore wind farm in Polish Baltic Sea area 14.E.2. Acting through its representative, the company submitted an application for a decision on environmental conditions for the offshore wind farm and associated infrastructure, together with an application to determine the scope of the EIA report under Article 69 of the Polish Environmental Impact Assessment Act. The competent authority to process this application and issue the environmental decision (DŚU) is the Regional Director for Environmental Protection in Szczecin (RDOŚ Szczecin). This marks the official start of the project’s environmental permitting phase, including cross-border EIA obligations.
On 30 May 2023, Poland’s Ministry of Infrastructure published the results of six competitive adjudication proceedings for new offshore wind locations under Phase II of the Polish offshore programme. In these results, Energa MFW 2 (an ORLEN Group company) was ranked first for area 14.E.2, meaning it was selected as the winning applicant for this maritime area on the Odra Bank near the Polish coast. This ranking effectively awards Energa MFW 2 priority development rights to pursue the subsequent siting permit (PSZW) for the 14.E.2 offshore wind farm area, ahead of other bidders such as Baltica 6 Offshore Wind Farm and EDF Renewable Offshore Polska I. The decision establishes Energa MFW 2 as the designated developer for 14.E.2 within the Phase II framework, while formal PSZW execution and later permitting stages follow in separate procedures.
