On 30 April 2026, ORLEN Neptun launched a 2D seismic survey campaign covering the planned Baltic West offshore wind farm cluster on the Oder Bank — which comprises the four licences 14.E.1 (Energa MFW 1), 14.E.2 (Energa MFW 2), 14.E.3 (ORLEN Neptun III) and 14.E.4 (ORLEN Neptun IV). The campaign is executed by Polish geophysical contractor Geofizyka Toruń SA using a specialised survey vessel and high-resolution 2D multichannel seismic methodology. Scope: approximately 3,000 km of seismic lines investigating the geological structure of the sub-seabed to a depth of 100 metres. The works will take several months, and the data will feed into design analyses at subsequent project stages — in particular the dimensioning of wind-turbine and offshore-substation foundations on area 14.E.1 — and the planning of follow-on preliminary geotechnical campaigns scheduled later in 2026. The announcement also frames the contract as a local-content milestone (quoted by ORLEN Neptun CEO Janusz Bil).
On 24 July 2025, the Regional Director for Environmental Protection in Szczecin (acting through Second Deputy Regional Director Andrzej Miluch) issued a ruling under case file WONS.420.17.2025.KK.3 determining that the Energa MFW 1 offshore wind farm project (area 14.E.1, 812 MW, 82.44 km²) shall be subject to a transboundary environmental impact assessment under Article 108 of the EIA Act 2008. The ruling identifies Denmark, Germany and Sweden as the affected neighbouring states (project lies ~12.3 km from the Danish EEZ, ~14 km from the German EEZ, ~130 km from the Swedish EEZ) and directs the applicant to prepare the EIA documentation — including a part of the Raport OOŚ enabling assessment of significant transboundary impact — in English and German, pursuant to the 10 October 2018 Neuhardenberg agreement between Poland and Germany on transboundary EIA. The procedure is administered jointly with GDOŚ (Generalna Dyrekcja Ochrony Środowiska), which leads cross-border consultation under the Espoo Convention. This is the first substantive regulatory determination on the project following the 27 June 2025 DŚU application.

On 27 June 2025, Energa MFW 1 Sp. z o.o. (acting through its representative Mr Marek Budniak) submitted to the Regional Director for Environmental Protection in Szczecin (RDOŚ Szczecin) an application for a decision on environmental conditions (DŚU) for the Offshore Wind Farm in area 14.E.1 together with the necessary infrastructure. The submission packaged a Karta Informacyjna Przedsięwzięcia (KIP / project information sheet, MEWO-25015-KIP_14.E.1 Rev. 2 of 9 June 2025), a map of the planned area and zone of impact, a power of attorney and proof of stamp-duty payments. The application also requested that RDOŚ Szczecin determine the scope of the Raport OOŚ (environmental impact report). Formal supplements were filed on 15, 16 and 23 July 2025 in response to RDOŚ's request of 3 July 2025 (case file WONS.420.17.2025.KK). The project as described in the KIP comprises an OWF with maximum installed capacity 812 MW, up to 54 wind turbines (max height 350 m, max rotor diameter 310 m), up to 2 offshore power stations, on an 82.44 km² licence area located approximately 27 km off the West Pomeranian coast (municipalities of Trzebiatów and Rewal).
On 30 May 2023, Poland’s Ministry of Infrastructure published the results of six adjudication proceedings for new offshore wind areas under Phase II of the Polish offshore wind programme. In the results for area 14.E.1, Energa MFW 1 was ranked first, ahead of competing applicants such as Baltica 4 Offshore Wind Farm and EDF Renewable Offshore Polska I. According to the published methodology, entities placed first in each area were selected in the adjudication process, meaning Energa MFW 1 secured the award decision for the future PSZW seabed permit in area 14.E.1. This ranking confirms Energa MFW 1, an ORLEN Group company, as the winning applicant for its Odra Bank plot and marks the formal outcome of the competitive lease-allocation procedure, although the PSZW itself has not yet been executed.
In June 2021, the Polish Council of Ministers adopted the national Maritime Spatial Plan (Plan Zagospodarowania Przestrzennego Polskich Obszarów Morskich), which designated specific sea areas for offshore wind development, including zone 14.E.1. Within this plan, the MFW 14.E.1 area was assigned core functions such as coastal protection and the production of renewable energy (pozyskiwanie energii odnawialnej), providing the spatial-planning basis for the Energa MFW 1 offshore wind project. The plan defines the boundaries and permitted uses of 14.E.1 in the Polish Baltic Sea, enabling later permitting steps such as the location permit (PSZW) and environmental procedures for the project.
