Wind Minds was contracted to provide permit management services for the Eneco Luchterduinen offshore wind farm during the project’s construction phase. The project, also known as Q10, is located around 23 km off the Dutch coast near Noordwijk and Zandvoort and comprises 43 Vestas V112 turbines with a total installed capacity of 129 MW. The stated scope covered permit management rather than physical supply or installation packages. This type of work typically involves managing and maintaining the project’s construction-related permits and approvals, coordinating permitting obligations and compliance requirements, and supporting the project team and contractors in aligning offshore and onshore activities with the applicable regulatory and stakeholder conditions. It also commonly includes interface management with relevant authorities and local stakeholders where needed to keep construction activities aligned with the permitted method statements and constraints. By supporting permitting and compliance through the construction period, Wind Minds’ role contributed to de-risking the build programme and helping the project maintain adherence to consent conditions as the wind farm moved through offshore and nearshore works and toward commissioning and operation.
