On 21 January 2013, Eneco and Mitsubishi Corporation jointly committed to construct the Eneco Luchterduinen offshore wind farm under a 50/50 partnership, fixing the project's construction schedule (offshore works to begin July 2014; completion after summer 2015). The Mitsubishi partnership transaction effectively delivered the project's final investment decision (FID): equity funding from the new JV partner combined with the public construction-schedule commitment closed out the development phase, and on the same day Eneco confirmed Van Oord as main offshore contractor and Joulz as onshore-cable contractor — major contract awards consistent with a project that has passed FID. The 2013-01-21 date is therefore used here as the financial close anchor for the project. SDE+ subsidy support had been awarded earlier (second SDE+ round, 2010-2011) and Wbr offshore consent had been granted earlier still, but the project's commitment-to-build moment is the Eneco-Mitsubishi partnership signing.
