SP Transmission Plc submitted planning applications to Fife Council in December 2025 for the Scottish onshore elements of Eastern Green Link 4 (EGL4). Two separate applications were lodged: (1) the Westfield HVDC converter station, a ~250 m × 350 m footprint with buildings up to 28.5 m high near the existing Westfield substation at Ballingry, Fife; and (2) the ~14 km underground HVDC cable corridor between the Westfield converter station and the landfall point north of Kinghorn on the Fife coast. The applications are made under the Town and Country Planning (Scotland) Act 1997 and follow two rounds of public consultation (non-statutory April-May 2024 and statutory May-June 2025) plus a final feedback event at Kinghorn Community Centre on 7 August 2025. The Scottish-side applications are separate from and run in parallel with the English-side Development Consent Order (DCO) application for EGL3/EGL4 expected at the Planning Inspectorate in August 2026.
