On 2 April 2026, the Dutch Ministry of Climate and Green Growth published in the Staatscourant the kennisgeving (notice) of the formal adoption (vaststelling) of the Notitie Reikwijdte en Detailniveau (NRD) for the Doordewind wind energy area, fixing the scope and level of detail for the Environmental Impact Assessment (MER) covering kavels I, II, III and IV — including the 2 GW Doordewind I wind farm site that is scheduled for tender in Q1–Q2 2027. On the same date the Minister also published the related voorbereidingsbesluit (preparatory protection order), which took effect on Friday 3 April 2026 and protects the spatial planning status quo within the project area while the kavelbesluit and supporting MER work proceed. Together, these two instruments close the scoping phase of the EIA process (started with the Espoo-transboundary draft MSLD of December 2024 and the domestic concept-NRD consultation in October-November 2025) and lock in the framework against which the MER for Doordewind I will be developed ahead of the 2027 tender.
