From 10 October to 20 November 2025, the Dutch Ministry of Climate and Green Growth opened the formal public consultation on the concept Notitie Reikwijdte en Detailniveau (concept-NRD) for the planned offshore wind farms in kavels I, II, III and IV of the Doordewind wind energy area, including the 2 GW Doordewind I wind farm site. The concept-NRD sets out which environmental impacts will be assessed, how, and to what level of detail in the upcoming Environmental Impact Assessment (MER) for each kavel, providing the framework for stakeholder review and submissions. The concept-NRD followed the earlier Espoo transboundary draft memorandum on scope and level of detail issued in December 2024 (for German, Danish, UK and other Wadden Sea stakeholders) and the Voornemen en Participatieplan (VPP) for the parallel Net op zee Doordewind grid connection. Public information meetings were held in support of the consultation, and submissions received during this window will be incorporated into the final NRD, which formally scopes the EIA process for the Doordewind I tender expected in Q1–Q2 2027.
