On 13 February 2025 Ocean Winds and Eoliennes en Mer Dieppe Le Tréport (EMDT) held the official first-stone laying ceremony for the offshore wind farm's operations and maintenance base at the Graves de Mer site in Dieppe's outer harbour. Construction had begun a few weeks earlier. The 15 work packages (structural works, electrical, landscaping, carpentry, roofing) were awarded to 11 regional contractors located 10-50 km from Dieppe. Structural works ran through August 2025; the building was scheduled for delivery in February 2026 and inaugurated on 6 May 2026, with ~80 permanent staff (76% local) operating the facility for the 25-year life of the wind farm.
