On 6 April 2018, Dutch Minister of Economic Affairs and Climate Eric Wiebes announced that Two Towers B.V. (a consortium of Van Oord Renewable Finance, Investri Offshore and Green Giraffe Holding) had won the combined SDE+ subsidy and permit tender for Borssele Wind Farm Site V. The Dutch offshore wind tender model under the Wet windenergie op zee bundles three concepts that are awarded together: the SDE+ subsidy commitment, the development permit (vergunning), and the exclusive right to develop the designated kavel. For Borssele V the tender was open 2-18 January 2018; the 13-week statutory assessment period ended with this award. In the UK Crown Estate framework these three elements would be separated into a seabed lease, planning consent and CfD; in the Dutch framework the tender award is the functional equivalent of the lease grant — it is the moment the consortium gained the legal right to occupy and develop the designated seabed plot established by Kavelbesluit V (signed 24 March 2016).
