On 24 March 2016, the Dutch Minister of Economic Affairs signed Kavelbesluit III windenergiegebied Borssele under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating Kavel III in the Borssele wind energy zone as the seabed location for an offshore wind farm with a total installed capacity of minimum 322 MW and maximum 360 MW. A companion decision, Kavelbesluit IV windenergiegebied Borssele, was signed the same day for the adjacent kavel covering a 342-380 MW range. Together the two kavels form the Borssele III+IV project area off the Zeeland coast. The decisions were published in the Staatscourant on 8 April 2016 as Stcrt. 2016, 14523 (kavel III) and Stcrt. 2016, 14545 (kavel IV). The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent SDE+ tender. The Borssele III+IV tender was awarded to the Blauwwind consortium (Shell, Eneco, Van Oord, DGE, Mitsubishi) in December 2016 with a winning bid of EUR 54.50/MWh.
