Borssele III & IV

Borssele III & IV (often written Borssele 3 & 4) is a fully operational fixed-bottom offshore wind farm in the Dutch North Sea developed by the Blauwwind consortium. Located roughly 22–55 km offshore (developer and press sources record the site as ~22 km off Zeeland and ~55 km from the Port of Vlissingen depending on the reference point), the project deploys 77 V164‑9.5 MW turbines for a combined nameplate capacity of about 731.5 MW. Awarded in the Dutch tender round in December 2016 under the SDE+ regime, the project reached financial close in mid‑2018 and moved rapidly through construction: foundations and inter-array cables were installed in 2019–2020, turbine installation occurred between May and November 2020, first power was produced in August 2020 and full commercial operation was achieved in early 2021. The farm uses monopile foundations and exports generation to shore via TenneT’s Borssele Beta offshore transformer platform (standardised 700 MW HVAC concept), where the output is stepped up for grid injection. The project was notable for early adoption of the then‑new 9.5 MW V164 turbine and for completing installation and commissioning on a tight schedule despite COVID‑19 and challenging weather. Commercially, Blauwwind benefited from a 15‑year SDE+ support contract; since FID the ownership has seen secondary‑market activity with stake sales by Partners Group and other transactions. Van Oord executed the balance‑of‑plant works and MHI Vestas holds the service agreement for turbine operations.
