TenneT acted as the Dutch offshore grid operator for Ørsted’s Borssele 1 & 2 offshore wind farm (752 MW) and was responsible for providing the project’s grid connection to the Netherlands transmission system. Ørsted stated that TenneT was responsible for the construction, operation and ownership of the offshore substations and the export cable required to transmit power from the wind farm to the onshore grid. This positioned TenneT as the key counterparty for connection applications, technical interface management, and compliance with applicable Dutch grid requirements for offshore generation. The grid-connection arrangement covered the offshore transmission assets that collect electricity from the wind farm’s internal 66 kV network at the offshore substation(s), transform it to the higher transmission voltage, and deliver it to shore via export cabling. TenneT’s scope therefore included ensuring that the offshore transmission system was delivered and operated as part of the regulated offshore grid, with Ørsted interfacing through a grid connection agreement. This role was central to achieving energisation and export of first power from Borssele 1 & 2, requiring close coordination with Ørsted and the project’s electrical balance-of-plant contractors during the construction and commissioning period leading up to full operations by end-2020.
