On 24 March 2016, the Dutch Minister of Economic Affairs signed Kavelbesluit I windenergiegebied Borssele under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating Kavel I in the Borssele wind energy zone as the seabed location for an offshore wind farm with a total installed capacity of minimum 342 MW and maximum 380 MW. A companion decision, Kavelbesluit II windenergiegebied Borssele, was signed the same day for the adjacent kavel covering an equivalent 342-380 MW range. The two kavels together form the Borssele I+II project area off the Zeeland coast. The decisions were published in the Staatscourant on 8 April 2016 as Stcrt. 2016, 14428 (kavel I) and Stcrt. 2016, 14513 (kavel II). The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent SDE+ tender. The Borssele I+II tender was awarded to Dong Energy (now Orsted) in July 2016, with a winning bid of EUR 72.70/MWh.
