On 21 August 2023, Poland’s Ministry of Infrastructure issued final seabed permits for several new offshore wind areas, including area 60.E.4, located close to PGE’s Baltica 1 project. The 60.E.4 area, which is the basis for the 555 MW Baltica 5 project, covers about 77 square kilometres approximately 85 kilometres from shore and grants PGE Group the right to develop additional offshore wind capacity there as part of a wider 3.9 GW seabed award package.
In August 2023, Poland's Minister of Infrastructure issued the formal PSzW location permit (pozwolenie na wznoszenie i wykorzystywanie sztucznych wysp) for area 60.E.4 to Elektrownia Wiatrowa Baltica 5 sp. z o.o., as confirmed in Enea Group's 2023 ESG report. This executed the location rights for area 60.E.4 won by Baltica 5 in the February 2023 competitive ranking, granting formal seabed rights for the planned ~555 MW offshore wind project located approximately 85 km off the Polish coast near the Baltica 1 area. The permit, alongside decisions for several other PGE-led areas including 60.E.3, advanced the project from competitive award into formally permitted early-development status.

On 10 February 2023, Poland’s Minister of Infrastructure announced the outcome of the competitive Phase II adjudication procedure for offshore wind location 60.E.4 in the Baltic Sea. In the ranking for this area, Elektrownia Wiatrowa Baltica 5 placed first, ahead of EDF Renewable Offshore Polska I and other applicants, meaning Baltica 5 secured priority rights to develop the 60.E.4 seabed zone. The Ministry stated that two new location proceedings had been settled in favour of the PGE Group, marking a key early-development milestone for the Baltica 5 project.
