In August 2023, PGE obtained approval from the European Investment Bank’s (EIB) Board of Directors to support the financing of the Baltica Offshore Wind Farm, comprising the Baltica 2 and Baltica 3 phases. The approval covers a financing package totalling EUR 1.4 billion. For each stage, one tranche of EUR 350 million is to be mobilised under a project finance structure, complemented by an additional tranche per stage backed by guarantees from financial institutions, banks or export credit agencies. This EIB-backed facility represents a major milestone in arranging long-term debt for Baltica 3, significantly enhancing the project’s financial viability ahead of final investment decision.
An additional environmental decision was issued in 2022 for the connection infrastructure of the Baltica Offshore Wind Farm, which comprises the Baltica 2 and Baltica 3 projects. The Baltica project website timeline records a milestone "Environmental decision for connection infrastructure issued" for Baltica 2+3 in 2022. This decision relates to the onshore and offshore transmission assets needed to connect the wind farms—located in the Polish part of the Baltic Sea between Łeba and Ustka, with land infrastructure in Choczewo commune—to the national grid. Together with the earlier 2020 environmental decision for the wind farms themselves, this approval means both the generating assets and their shared connection infrastructure for Baltica 3 have passed the key environmental permitting stage required before building permits and construction can proceed.

Baltica 3 Offshore Wind Farm, EWB3, Baltica III, Elektrownia Wiatrowa Baltica-3, Baltica 3 (Phase I PSzW)
In 2022, the Regional Director for Environmental Protection in Gdańsk issued the environmental decision (DŚU) for the connection infrastructure of the Baltica Offshore Wind Farm, covering power export from the two project stages Baltica 2 and Baltica 3. The permit confirms the environmental acceptability of the offshore export cable landfall, onshore cable route through Choczewo commune, and the two onshore transformer stations near Osieki Lęborskie that will transmit power into the national transmission grid. This decision closed a major phase of environmental work for the grid connection and enabled the developers PGE and Ørsted to proceed with applications for water-law permits and location decisions, further de-risking the grid export arrangements for Baltica 3 as part of the combined Baltica 2+3 scheme.
On 7 September 2022, project companies Elektrownia Wiatrowa Baltica-3 and Elektrownia Wiatrowa Baltica-2, owned by PGE and Ørsted, issued a tender for a geophysical and 3D Ultra High-Resolution Seismic (UHRS) survey covering the Baltica 3 and Baltica 2 offshore wind farm sites in Poland. The procurement is structured in two lots, with Lot 1 focusing on locations at the Baltica 3 site deemed high risk for sub-surface boulders, and Lot 2 covering similar investigations at the Baltica 2 site. The tender, which remains open until 6 October 2022, seeks a contractor to carry out detailed UHRS surveying to map seabed and sub-seabed conditions along critical areas, supporting subsequent engineering design and installation planning for the 2.5 GW Baltica Offshore Wind Farm. This marks a key late-development procurement milestone for Baltica 3, moving the project toward construction readiness.
By early September 2022, PGE and Ørsted, the joint developers of the Baltica Offshore Wind Farm, had selected a consortium of Ramboll Polska and Projmors as contractor to prepare construction of the Baltica 2 and Baltica 3 offshore wind projects. The consortium will provide engineering and related services to support the build‑out of both phases, including technical preparation for foundations, electrical infrastructure and other key elements. This award represents a significant late‑development milestone for Baltica 3, as it secures specialist design and project preparation capability ahead of final investment decisions and subsequent construction activities.
PGE Polska Grupa Energetyczna and Ørsted established a 50/50 joint venture structure for the Baltica Offshore Wind Farm, covering both the Baltica 2 and Baltica 3 projects in the Polish Baltic Sea. This followed earlier negotiations launched after a December 2019 memorandum of understanding that envisaged the sale and purchase of 50% of shares in PGE’s two special purpose vehicles developing the projects. In May 2021, the parties finalised the agreement to create joint ventures for Baltica 2 and Baltica 3, formalising shared ownership and co-development responsibilities for the approximately 2.5 GW offshore wind complex, including the 1,036 MW Baltica 3 phase. Under the arrangement, PGE and Ørsted each hold a 50% stake and will jointly develop, construct, and operate the projects through the SPVs.
On 7 April 2021, the President of the Polish Energy Regulatory Office (ERO) awarded a Contract for Difference (CfD) to the Baltica Offshore Wind Farm, covering both the Baltica 3 and Baltica 2 phases with a combined capacity of up to 2.5 GW. The award, at a maximum strike price of PLN 319.60/MWh set by regulation, confirms that Baltica 3 secured Poland’s Phase I offshore wind support mechanism under the Offshore Wind Promotion Act. The CfD provides 25‑year, inflation‑linked revenue support, underpinning the financial viability of the 1,045 MW Baltica 3 project being jointly developed by Ørsted and PGE. This decision marked a major milestone for the project, moving it from pure development risk towards bankability by locking in a stable support framework ahead of detailed design and financing activities.
On 10 February 2021, Ørsted and PGE Polska Grupa Energetyczna signed an agreement to form a 50/50 joint venture for the development, construction and operation of the Baltica offshore wind projects, including Baltica 3 (Elektrownia Wiatrowa Baltica-3 sp. z o.o.). Under the agreement, Ørsted will subscribe for new shares representing 50% of the total share capital in the Baltica 3 and Baltica 2 project companies. The subscription price for these newly issued shares across both projects totals PLN 657 million, providing a substantial equity injection to fund pre-construction and development activities. The transaction was subject to regulatory approval and expected to close in Q1 2021, but the equity commitment and JV framework were established on the signing date.
PGE Group confirms that the Baltica-3 Wind Power Plant (Baltica 3) has secured its grid connection by entering into a transmission grid connection agreement with Polskie Sieci Elektroenergetyczne S.A. (PSE), Poland’s transmission system operator. The agreement, in place by 2020, defines the connection capacity and technical conditions under which up to 1,045 MW from Baltica 3 will be evacuated into the national power system. This marks a key regulatory and technical milestone for the project, complementing earlier steps such as location and environmental permits, and enabling further design and permitting stages that rely on a confirmed grid access point.
In February 2020, PGE Baltica completed a two‑year offshore wind resource measurement campaign in the Baltic Sea to support development of its offshore programme, including the Baltica 3 phase of the Baltica Offshore Wind Farm. The study measured the speed of air masses over the sea using a floating LiDAR (laser-based) device. The resulting dataset provided high‑quality confirmation of suitable wind conditions needed for project execution. Conducted over a multi‑year period, this resource assessment underpins energy yield calculations and feasibility work for Baltica 3 and its sister project Baltica 2, helping to de‑risk subsequent design, permitting, and investment decisions for the combined up‑to‑2.5 GW development.
In January 2020, the Regional Director for Environmental Protection in Gdańsk (Regionalny Dyrektor Ochrony Środowiska w Gdańsku) issued the environmental decision (Decyzja o środowiskowych uwarunkowaniach, DŚU) for the Baltica 2 and Baltica 3 offshore wind farms, with a combined capacity of up to 2.5 GW. The DŚU approves the environmental conditions for developing both phases of the Baltica Offshore Wind Farm in the Polish Baltic Sea and is a prerequisite for subsequent permits such as building consents. This decision confirms that the environmental impact assessment for the farms was accepted and allows PGE and Ørsted, as the project partners, to continue progressing the design and permitting of Baltica 3 alongside Baltica 2.
