In mid-February 2024, the Pomeranian Voivode (Wojewoda Pomorski) issued the offshore-portion construction permits (pozwolenia na budowę) for the Baltica 2 offshore wind farm jointly developed by PGE and Ørsted. The award comprises two separate building permits: the first covers construction of the four offshore substations (4 × ~375 MW), and the second covers construction of the 107 offshore wind turbines together with the inter-array electrical and telecommunications network. The construction design and permit applications were prepared by a consortium of Ramboll and the Gdańsk-based engineering bureau Projmors. The developer described these as "the last permits necessary to start construction" — the offshore PnB closes out the complete set of regulatory authorisations alongside the prior onshore building permits and the November 2023 building permit for the coastal connection infrastructure. The decision relates to the formally registered investment "Zespół morskich farm wiatrowych o maksymalnej łącznej mocy 1500 MW wraz z infrastrukturą techniczną związaną z etapem przygotowawczym, realizacyjnym i eksploatacyjnym (Morska Farma Wiatrowa Baltica 2)". With the offshore permits in place, the remaining gate to construction was the Final Investment Decision, which the partners took in January 2025.
