On 10 December 2025, German transmission system operator 50Hertz published the first draft of the Netzentwicklungsplan Strom 2037/2045 Version 2025 in which the Baltic WindConnector was identified as a national network-development project for the first time, under project code P642 with measure M642 (HGÜ-Verbindung Baltic WindConnector). The NEP project sheet records a planned commissioning year of 2037 for an approximately 600 km HGÜ submarine link from the Baltic states to Mecklenburg-Vorpommern, rated 2,000 MW, with an onshore connection search area defined as the municipalities of Brünzow/Kemnitz on the German side and a hub including substation and converter on Saaremaa on the Estonian side. The NEP reaffirms the project's European recognition as TYNDP 2024 project 1211 and the May 2023 quadrilateral Letter of Intent between the TSOs AST, Elering, Litgrid and 50Hertz. The NEP draft will undergo public consultation and Bundesnetzagentur confirmation as part of the formal NEP cycle.
