APOLLO-LINK (TYNDP project 1210) was reviewed as a Project of Common Interest (PCI) candidate on the NSI West Electricity draft regional list during the second Union PCI/PMI list cycle. ACER Opinion No 10/2025 (October 2025) noted that Spain expressed a formal reservation due to a lack of project maturity, that the Spanish NRA CNMC was unable to assess the project because it was not yet included in the current Spanish National Development Plan, and that NRAs held divergent views on the sustainability criterion. ACER also flagged missing data on transmission losses (criterion B5) for project 1210. CNMC nonetheless noted that PCI inclusion could facilitate further studies. The project was subsequently NOT included in the second Union list of PCIs and PMIs adopted by the European Commission via Delegated Regulation C(2025) 8144 final on 1 December 2025. APOLLO-LINK remains in the TYNDP under "under consideration" status pending maturity progression and Spanish NDP inclusion.
