The 17 October 2024 ministerial decision establishes that AO11 zones (second competition: GGN + GLE for the floating tranche) are targeted for operationality on the 2040 horizon. Full commercial operations for the AO11 floating tranche (~2.3 GW) is therefore projected at 2040 (year precision), aligning with the PPE3 trajectory of 26 GW of offshore wind in service by 2040 — of which around 6 GW is targeted as floating.
