The French ministerial decision of 17 October 2024 ("Décision du 17 octobre 2024 consécutive au débat public « la mer en débat »") designates priority zones for the offshore wind second competitive bidding round (AO11), targeting operationality around 2040. For the AO11 fixed-bottom tranche (~4 GW total) the second competition designates two zones in Article 3(III)(2°): Roches-Douvres (RD, ~2 GW, Manche Est – Mer du Nord façade) and Bretagne Nord-Est (BNE, ~2 GW combined with RD on the Nord Atlantique – Manche Ouest façade).
