The French government, via the Commission nationale du débat public (CNDP), conducted the nationwide public debate "La mer en débat" on maritime planning, including offshore wind and biodiversity, across all French maritime façades from 20 November 2023 to 26 April 2024. This consultation gathered over 21,000 in‑person participants and 20,000 written contributions and directly informed the subsequent designation of priority zones such as Golfe du Lion Centre for a ~2 GW floating project to be tendered under AO10 in the Mediterranean.
