The French ministerial decision of 17 October 2024 ("Décision du 17 octobre 2024 consécutive au débat public « la mer en débat »"), published in the Journal Officiel de la République Française, designates Zone FGL (Fécamp Grand Large) in the Manche Est – Mer du Nord maritime façade as a priority area for offshore wind development under the first competitive bidding process. Zone FGL comprises two fixed-bottom offshore wind projects of approximately 2 GW each: Fécamp Grand Large 1 and Fécamp Grand Large 2 (designated AO10 Centre Manche Est-2 in tender documentation). The decision follows the national public debate "La Mer en débat" held from 20 November 2023 to 26 April 2024, which engaged over 21,000 participants across France's four maritime façades. Operationality of projects awarded under this first round is targeted around 2035. The decision is the foundational regulatory act for the AO10 round and was prepared by the Direction Générale de l'Énergie et du Climat (DGEC) on behalf of the Minister of Energy Transition.
