In 2013 Sonelgaz (Algeria's TSO) and Terna (Italy's TSO) signed a bilateral cooperation agreement which triggered a second round of feasibility studies into an Italy–Algeria HVDC interconnection. Like the 2004 intergovernmental study, this round was performed without joint TSO data exchange and produced no commitment to construction. The 2013 cooperation pre-dated Med-TSO's regional Masterplan framework, under which the project was later assessed as Project #15 (Cheffia–Cagliari Sud, 1000 MW HVDC, ~350 km submarine route). The 2013 agreement is the most recent bilateral political commitment to the project; no subsequent intergovernmental agreement has been signed, and the project has never been included in the National Development Plans of either Sonelgaz or Terna.
