An intergovernmental agreement between Italy and Algeria in 2004 triggered the first formal study of a potential electrical interconnection between the two countries. The agreement laid the political groundwork for a subsequent series of feasibility assessments of an HVDC submarine link between the Algerian coast (later anchored at Cheffia) and Italy-Sardinia (Cagliari Sud), but the study was carried out without joint data exchange or contributions from the neighbouring TSOs. The 2004 milestone is recorded in the Med-TSO Project #15 sheet as the origin of formal Italy–Algeria interconnection studies; no operational outcome, route definition or commissioning date was produced at this stage. The project never entered the respective National Development Plans of Sonelgaz or Terna.
